IUS PRIMI
VIRI
The international Association IUS Primi Viri is a non-party-oriented
and non-profit-making organization based in Rome.
It was established by the will of some fifty founders (they were
scholars and representatives of the juridical, scientific and political
world) who had recognized the "Declaration of Intents for a
joint Strategy" as the main operational tool for a true Human
Rights Education, regardless of peoples race, colour and culture.
An intense activity developed from the close co-operation between
IPV and CEU - the Centre for Human Evolution Studies which established
IPV - both nationally and internationally, in the field of Human
Rights Teaching.
Within the policies of States great contradictions have hampered
a democratic consciousness to take place on the basis of the Universal
Declaration of Human Rights: it seems that they did not understand
that the quality of the development of both reason and consciousness
of citizens depends basically on the quality of school and university
programme, that is on educational policies.
The individual is potentially born endowed with reason and consciousness
and a States policy is obliged to support this universal,
sacred, absolute and unviolable principle. Such an obligation is
the essence of the civil existence of a States organizations,
which have the duty to allow - by means of education - the full
and concrete achievement of that potential, wonderful project each
human being is endowed with.
IUS PRIMI VIRI profound meaning encourages wishes the birth of
the first Man who is truly aware of and responsible for his being
and becoming within the framework of the values as expressed by
Human Rights and acknowledged by the various democratic Constitutions.
Following a twenty-year multidisciplinary integrated study tradition
conducted at C.E.U. we were able to ascertain that womens
and mens universality is rooted on a biological programme
(genetic Self) which is inherent in each human being. For this programme
may develop an Education is needed that is able to integrate the
fundamental aspects of life which are linked to the principles of
dignity, freedom , justice and love. Therefore, human being is a
psychophysical and spiritual entity and the Universal Declaration
of Human Rights encompasses all values which can do justice to every
people of the Earth.
The intense activity of IUS PRIMI VIRI is extremely wide both at
national and international level. It is carried out in close co-operation
with the main international organisms (UN, European Union, Council
of Europe, UNESCO, OSCE).
Study meeting on "Physiology of a democratic State comparison
between positive law and concrete reality (Palace of Justice, Rome,
1992) co-organized with the Supreme Court;
First European Conference for launching the Decade for Human Rights
Education (Barberini Palace, Rome, 1993);
Establishment, as foreseen by the Final Statement of the European
Conference, of an International Standing Committee for the implementation
of the Decade for Human Rights Education (the Committee gathered
together at the school for Advanced Studies for the Police Forces,
Rome, 1994);
"Fifty years after the establishment of U.N., the proclamation
of the Decade for Human Rights Education" (School for Advanced
Studies for the Police Forces, Rome, 1995): this international Meeting
was organized in co-operation with the Italian National Committee
for the fiftieth anniversary of U.N. establishment. The introductory
lecture was given by the UN High Commissioner for Human Rights;
Human Rights as the political foundation for a democratic consciousness:
intervention priorities" (Main Hall, "La Sapienza"
University of Rome, 1996): this international Meeting was organized
with the support of the European Union within the framework of the
UN Decade for Human Rights Education and the semester of Italian
Presidency to the European Union.;
Training course for trainers on "Human Rights Education"
co-organized and held together with the University "Roma Tre"
of Rome;
A three-part audiovisual programme on Human Rights Education:
1.Human Rights: relationship between State and citizens";
2. Racism, xenophobia, intolerance: education in the respect for
diversities;
3. Human Rights: from legality to justice.
