ACTIVITY AND 2006 FORECASTS
The
International Association IUS PRIMI VIRI, which is non-party and
no-profit oriented, was engendered by the will of numerous founding
members representing the worlds of law, science and politics each
who recognized the Association's common ideal and strategy as lying
in the "Declaration of Intents for a Joint Strategy" by
Prof. Michele Trimarchi and Prof. Luciana Luisa Papeschi, co-Presidents
of "IUS PRIMI VIRI".

An intense activity in the field of
Human Rights Education, both at the national and international level,
derives from the close co-operation between C.E.U. and I.P.V. (the
latter being a direct emanation of the former).
Major contradictions within the policies of the States have hampered
the development of a democratic conscience based on the values of
the Universal Declaration of Human Rights. The quality of the development
of "reasoning" and of the conscience of citizens depends
essentially on the quality of school and university programs, that
is to say from educational "policies".
The individual is only potentially born endowed with "reason
and conscience" and the policies of States must consider this
universal, sacred, absolute and inviolable principle. The raison-d'être
for the existence of state organizations is in this obligation:
they have the task to enable people to fully and concretely achieve
that wonderful project that each and every human being has inside.
After twenty years of multidisciplinary integrated studies carried
on by C.E.U. it has been ascertained that Man/Woman universality
is located in a biological program (genetic Ego) that is inborn
in each human being. This biological program, in order to be developed,
necessitates an education able to integrate fundamental aspects
of life inherent to the principles of dignity, freedom, justice
and love.
Therefore, the human being is a spiritual and psycho-physical entity
and the Universal Declaration of Human Rights holds all those values
who can make justice to all peoples of Earth.
IUS PRIMI VIRI has a very wide scope of activity, both at the national
and international level, which takes place in close cooperation
with the main international organisms (i.e. United Nations, European
Union, Council of Europe, UNESCO, OSCE) as shown, in particular,
by the following initiatives:
- Conference on “Physiology of a democratic
State: comparison between positive law and actual reality”
(Aula Magna of the Palace of Justice, Rome, 1992);
- “First European Conference for launching
the Decade for Human Rights Education” (Barberini Palace,
Rome, 1993);
- Establishment, as foreseen by the Final Statement
of the European Conference, of an International Standing Committee
for the Implementation of the Decade for Human Rights Education.

- Inscription in the Registrar of associations active in the field
of the fight against discriminations (D.Lgs 215/2003) from 29 March

INTERNATIONAL
ACTIVITY
United Nations – After obtaining
the Special Consultative Status with UN ECOSOC (Economic and Social
Committee) the international activity of the Association developed
greatly. In 2005 we participated with written statements and oral
interventions in the following UN Meetings:
- ECOSOC Preparatory High Level Segment Round Table Discussion,
16-17 March 2005, New York;
- 61st Session of the Commission on Human Rights, 14 March-22 April
2005, Geneva;
- 57th Session of the Sub-Commission on the Promotion and Protection
of Human Rights, 25 July – 12 August 2005, Geneva.
UNESCO - The Association, which since
many years has informal relations with UNESCO, asked officially
to cooperate in Summer 2004. Following contacts held in Paris in
February 2005, such a cooperation should start very soon. In the
meanwhile the Association attended at UNESCO Headquarters in Paris
the international meeting:
Freedom of Expression in Cyberspace, Paris, 3-4 February 2005;
and is intensifying its relationship with the Italian National UNESCO
Commission in view of organising together the International Conference
on “Education for Human Dignity” on 23 February 2006
at the Italian Senate.
FAO - FAO already recognized Ius Primi
Viri as an International Association, and invites us regularly to
participate and cooperate in its work. Our Association participated,
on FAO request, in the IGWG/RTFG meetings (Intergovernmental Working
Group for the Elaboration of a Set of Voluntary Guidelines to Support
the Progressive Realization of the Right to Adequate Food in the
Context of National Food Security).
COUNCIL OF EUROPE: - Pan-European
Forum on “Human Rights in the Information Society: Responsible
Behaviour by Key Actors” held in Strasbourg on 12-13 September
2005. A paper on “Brain and Mass-Media: the role of information
in the development of the human being and responsibilities of institutions
for a right use of mass communication tools” was presented
on invitation by the General Directorate on Human Rights.
WSIS – Having participated in
its preparation since the first PrepCom in Geneva, July 2002, we
participated as well in the two PrepCom held in Geneva in February
and September 2005 to prepare the second phase of the World Summit
in Tunis, November 2005. There, in the Italian Stand, the audiovisual
“The Effects of TV on the Child’s Brain” was presented.
ENAR: Seminar on Racism phenomenon
in the new member countries of European Union, Budapest, February
2005; Training Seminar on Advocacy, Bruxelles, November 2005.
NATO –Austrian National Defense
Academy: International Symposium on “Military Ethics”
– Vienna, 9-11 November 2005. At the opening of the Conference
professor Trimarchi’s study on “Theoretical foundations
of civil-military education for the protection and promotion of
human rights” was presented.
DARE: Conference of the European Network
on Democracy and Human Rights Education held in Berlin from 2 to
4 December 2005. The Conference “Education for Human Dignity
– A scientific methodology to express the universal potential
of the human genome” was presented.
2006 FORECASTS
NATIONAL AND INTERNATIONAL ACTIVITIES
Following the official adoption by the sixty first session of the
UN Commission on Human Rights of the World Programme of Human Rights
Education, Ius Primi Viri, together with the UNESCO National Italian
Commission and the University of Rome Tor Vergata, decided to hold
a big world initiative for human rights education, namely an
International Conference
EDUCATION FOR HUMAN DIGNITY
A Scientific Methodology for Expressing the Human Genome's Universal
Potential
on 23 February 2006 in the Presidents Hall of the Italian Senate
under the auspices of the President of the Italian Republic and
under the sponsorship of the Italian Senate, of the Italian Chamber
of Deputies, of the European Parliament, of the Italian Presidency
of the Council of Ministers, of the President f the European Commission,
of the Secretary General of the Council of Europe, of the main Italian
Ministries. The summary of the Conference is available both in Italian
and English on IPV website.
The Final Declaration will be presented at the High Level Segment
of the Substantive Session of UN ECOSOC to be held in Geneva starting
July 3, 2006.
