ACTIVITY
An intense activity in the field of Human Rights Education, both at the national and international level, derives from the close co-operation between C.E.U. and I.P.V. (the latter being a direct emanation of the former).
Major contradictions within the policies of the States have hampered the development of a democratic conscience based on the values of the Universal Declaration of Human Rights. The quality of the development of "reasoning" and of the conscience of citizens depends essentially on the quality of school and university programs, that is to say from educational "policies".
The individual is only potentially born endowed with "reason and conscience" and the policies of States must consider this universal, sacred, absolute and inviolable principle. The raison-d'être for the existence of state organizations is in this obligation: they have the task to enable people to fully and concretely achieve that wonderful project that each and every human being has inside.
After twenty years of multidisciplinary integrated studies carried on by C.E.U. it has been ascertained that Man/Woman universality is located in a biological program (genetic Ego) that is inborn in each human being. This biological program, in order to be developed, necessitates an education able to integrate fundamental aspects of life inherent to the principles of dignity, freedom, justice and love.
Therefore, the human being is a spiritual and psycho-physical entity and the Universal Declaration of Human Rights holds all those values who can make justice to all peoples of Earth.
IUS PRIMI VIRI has a very wide scope of activity, both at the national and international level, which takes place in close cooperation with the main international organisms (i.e. United Nations, European Union, Council of Europe, UNESCO, OSCE) as shown, in particular, by the following initiatives:
- Conference on “Physiology of a democratic State: comparison between positive law and actual reality” (Aula Magna of the Palace of Justice, Rome, 1992);
- “First European Conference for launching the Decade for Human Rights Education” (Barberini Palace, Rome, 1993);
- Establishment, as foreseen by the Final Statement of the European Conference, of an International Standing Committee for the Implementation of the Decade for Human Rights Education. First Meeting of the Standing Committee (School for Advanced Studies for the Police Forces, Rome, 1994);
INTERNATIONAL ACTIVITY
The Association, which is in special consultative status with ECOSOC (Economic and Social Committee) participates with its representatives in the work of United Nations in its seats of New York, Geneva, Vienna.
The final Declaration of the International Meeting on “Education to Human Dignity” was submitted with high success on July 5, 2006 at the High Level Segment of the Substantive Session of ECOSOC held in Geneva from 3 to 28 July 2006.
On September 15, 2006 a paper on “Educate in childhood to human dignity” was submitted to the Committee on the Rights of Child on the occasion of the Day of General Discussion in Geneva.
Representative of IPV participate in the work of the new Council for Human Rights, installed in Geneva since June 2006, intervening in its debates.
An IPV delegation participated in the Sixteenth Session of the UN Commission on Crime Prevention and Criminal Justice in Vienna from 23 to 27 April 2007 with a written and oral contribution.
Contacts are being held to obtain the consultative status with OMS (World Health Organisation – WHO), seated in Geneva, and with FAO, which already recognized Ius Primi Viri as an International Association, and invites us regularly to participate and cooperate in its work.
FORECASTS
IPV will participate on June 7-8, 2007 in Bucharest in the OSCE Conference on “Combating Discrimination and Promoting Mutual Respect and Understanding” with a paper: “An integrated methodology to promote intercultural understanding and respect of diversity”.
In July 2007 on the occasion of the First Annual Ministerial Review, held during the High Level Segment of the UN ECOSOC, IPV will submit a poster on “The power of dignity within human resources”.
In 2008 we foresee an international initiative to be probably held in Southern Italy for the Mediterranean countries and not only on conflict resolution in the respect of human rights, passing from Destruction to Construction of a world made of aware and responsible human beings. Contacts are being held with international and academic institutions to this end.
